You will need better focused images for us to help you determine what is what. The mule clash on the 1999 is in a specifc area, west touching the rim. Yours is not that mule clash.

I think what you are seeing is zinc dust. I could be wrong but better picture is needed.

I have to disagree with the experts on these. They call them mad clashes, to me it is a dropped die issue done in transfer to the die shop. Reason? The transfer makes the devices mirrored. If this happened during the die creation process, then it would be normal, not mirrored. When on die damaged the other die, it would leave the devices mirrored on the die, thus why we see the mirrored images on the coins when struck. So I feel this is not a mad clash issue, but a dropped die issue. If this were a die creation issue, there would be a full run of these coins out there. I'm not seeing that. But if it was a dropped die event, (done in the workshop at the mint) then we would see a lot few of these dies on a later die state strikes. (But that is what I'm seeing on those issues) Still not sure what I should be seeing on the OP's coin. It could be zinc dust plated on the planchet, that shows after the strike.
