2013-D Dime: Odd Finish / Metal And Rim On Obverse

Hi, everyone! I've got this 2013-D Dime which immediately pops out amongst other dimes as having a weird matte finish to the obverse, and there's something peculiar with the rim (both in appearance and in touch). You can distinctly feel the rim on this coin. The reverse seems more "normal" and reflective.

Any thoughts? What's going on here?
Any help would be greatly appreciated.

Environmental toning on the obverse. It must have sat for a long time 'heads up' to get this way - thus protecting the reverse side. the rim looks like it too a bunch of hits while it was resting.

First, welcome to CCF. Second, perhaps that extra tall obv rim was due to a slightly thicker than normal planchet or a higher pressure strike. I don't think it is from damage.

My vote is for environmental staining/toning/tarnishing. Perhaps circulation contact on obverse rim?

to the CCF Are the reeds still on the edge of the coin? If not might be the start of a spooned or Dryer Coin.
