I see a normal circulation strike 1964 quarter. What are you seeing that makes you think it's special?

Yes, given the images posted, it appears to be a regular circulation example. Photos taken through clear 2x2 plastic can impact how the piece really looks.

I agree it is a regular business strike coin. (Not an SMS "special strike coin")

I have the same question as to why you think this coin may be from an SMS.

It helps us if you provide more information concerning your questions (more info please than just stating it in the title).
Words of encouragement are one of the major food groups.
We need to consume them regularly to thrive and grow.

Everyone gave the correct answer, but didn't mention why it is not a SMS? The dies that struck the SMS were fresh early dies. VEDS die. (Very-Early-Die-State) Your coin is a normal die example that has die wear already showing on the coins fields. These are struck twice like Proof coins, but have a matte surface.

They were put together in sets and would not be circulated. Your coin is not one of these.
