@279, that is a great close-up image that you have posted. I can clearly see the tear in the copper plating to the right of the number 2 and the grey zinc core underlying. The plumped out copper may be due to the zinc beginning its deterioration process. no mint error here though.

Split plating, yes. Not uncommon with zinc core cents from the '80s through '90s.
