appears to be a piece from those miniture coin sets, bears the design of a Morgan silver dollar.

It is, as mentioned above, a rather crudely rendered reproduction, in miniature, of a Morgan silver dollar. It's play money, essentially. "Miniature coins" like this are sometimes sold as souvenirs, sometimes sold as "inflation coin" gimmicks.
