Because it's not a quarter. Or any other government-issued legal tender coin. US law requires "COPY be stamped on replica coins made or sold in the US, and the law extends to anything that might reasonably be confused with a coin.

I believe they were sold by National Collectors Mint, which mass-markets pseudo-coins like this.

I think now that we've seen the overly complicated, vapid, and insipid designs that are the hallmark of the 50SQ series, there's much less chance of confusion. But if you were riffing off the series early on, before the law changed to allow 2009 coins...
