The 23 appears to be around 63; the 26 looks to be around high AU.
I don't think they are FH but I've been wrong before.

The 1923 looks mint state, maybe 63. Agree that the 1926 is AU. The 1926 head is stronger but neither one is FH.

Ms63-64 for coin on left and AU58 coin on right and neither are full head.

No, the 1923 is not close to FH. They are nice coins with full rivets in the shield. You need 3 leaves, a hairline and earhole for FH.
@jessvc1's example is of a type 1, which is different from yours.
