As far as I can find, these are minted in local Central Bank of Guatemala

Guatemala has had its own mint since Spanish-colonial times, though it has not always been in operation; it was the primary mint for the Central American Republic during its brief federated existence but was shut down in the financial crisis of the late 1890s. In the first half of the 20th century, The Royal Mint (London) and the US Mint supplied most of the quetzal coinage. But since 1945, all coins have been produced locally in Guatemala.

The Schön catalog (German book) identifies this type (and most but not all from the period) as being minted by Casa de Moneda de Guatemala.

An example of other mints being used: Schön and Krause both agree that the 1958 1 Centavo wasn't minted in Guatemala, but Schön says Hamburg and Krause says KN (King's Norton in Birmingham).

According to Schön the mint closed in 1991 so more recent coins have been produced in other countries.
