Looks like a slight grease-filled die issue.

Very common to see faint or missing letters in States and Of even the E in E Pluribus. There is no value in theses coins.

Not an error. Either a Grease Filled Die issue and or a common weak area.

The top of the letters are sharp like the rim of the coin. is that where the grease ended? very odd looking

@JJ. Look as the grease was involved in combination with a old re-polish Die. This it is the reason you see as a line upper letters.

Rim is scraped and damaged, indicating Top of letters on reverse was damaged as well. This is a case where having the whole coin 's photo would have been helpful, obverse too.

The obverse device (Lincoln's bust) takes up a lot of metal to form during the strike. This leave not much metal left to fill in the devices on the reverse resulting in a weak strike in this area.

That's a common weak spot on Lincolns due to the amount of metal required to fill the shoulder/bust die area on the obverse.
