Rim is scraped and damaged, indicating Top of letters on reverse was damaged as well. This is a case where having the whole coin 's photo would have been helpful, obverse too.
The obverse device (Lincoln's bust) takes up a lot of metal to form during the strike. This leave not much metal left to fill in the devices on the reverse resulting in a weak strike in this area.
