arrived in mail today but doesn't look like my slabbed red coins looks dipped or whizzed what do you think

I don't see anything that would make me think "whizzed".
"Wiped" on the obverse is a possibility but that would require a closer look.

I agree with Oldgrouchyguy and kanga, it looks wiped. It does seem to have some original surfaces remaining as seem by the die flow lines, and a whiz would remove 100% of original surfaces.
