Can you post up a nice clear large close-up of this please? off the top of my head, it looks to be a lamination peal though.

One more detail: The defected area of the coin looks white with just a naked eye.

Suggest giving the coin a long soak in 100% acetone. If the 'blob' is old gum, dried adhesive, etc, it might remove it. Wouldn't hurt to try, may help narrow down the assessment.

Much better image - this looks incuse to me. is it? or is it raised above the field?

It is incused. That's why this coin is racking my brain. The material looks like clay. Under the scope it's red and blends in with the coin. One more other detail that would've narrowed the penny. It weighs 2.53 g.
My mistake on the incuse. Got a better angle and it looks like a thin layer pressed on the outside.

As mentioned give it a goad overnight soaking in acetone and come back tomorrow (or when ever you finish the soak and post up a new picture just like the one you just put up. lets see what will come off of this. (I still think it is a lamination)

 to the CCF I think this is a zincoln, if it is it wouldn't be a lam. Looks like glue something else on coin.

Hello Everyone. Sorry for the wait. Finally got the acetone bath finished with the unknown dated coin. Good call by the way. It took some time, but the date reared itself. The obstruction was a sticker. Learning can make you feel really dumb sometimes. It was a 1984 Philly MM. Thanks again for the help everyone.

No worries. I once thought a piece of gum wrapper was a lamination! Turned out to be Spearmint.
