Depends what the coin sizes are and quantities. For example we were discussing making a custom album for innovation dollars using dansco blank pages that are available in different coin sizes without all the pre printed text under the portholes, since the layout of the dansco album wasnt what everyone wanted.

Beyond that you would be needing a printer who does custom design and works with the materials you want such as cardboard. Generally design work is only cost effective more when you are trying to then sell or make many more copies to recoup the initial design costs. If its something that would appeal to other collectors you can speak to whitman , littleton, or other existing makers of coin albums if this is not going to be something only you and a few might like.
