Or is this just a grease filled or maybe a weak strike? Its really flat with rounded edges. Almost smooth, but then there is what appears to be doubling, maybe?

These will never be grease struck. Why? They are raised initials on the die. If they are polished off the die they can be missing. But it looks like Machine Doubling on this coin. (Note the metal striation lines from post strike Machine Doubling) Spender. (Just like the Machine Doubling on the ATB reverse quarters) Raised on the die, leaving incuse marks on the coins struck.
