Found this Bouquet Sous with the number 38 counter stamped on the reverse just after Montreal - the placement seems very intentional. In addition, this token was ICCS certified with no mention of the counter stamp. Any words of wisdom on the possible origin or rationale of this counter stamp?

I thought I would revive this post. I think part of the mystery has been solved. The answer to the meaning of the countermark was right under my nose - "38" is the Courteau number for this piece. A couple questions still remain - who might have done this and why? Was someone cataloguing for varieties or grading? Would Courteau himself have done this - that would be a very neat piece of history but doubtful that he would put a countermark on a token. Any other thoughts?

Also a very interesting piece - thanks for sharing. Is that an LC-5A5 (hopefully not a plain edge)? In which case I wonder what the "57" represents. It would be so interesting to learn the "why" behind these.

How, and or why, was the counter-stamp left off of the certification?

After decimals came out a lot of these got used for things like coat check tags, key tags etc.

Interesting yes, but still a problem coin.

Wade ... For those (cents and tokens) that have holes, they were also used as ID's for miners, large factories, refineries, etc for accidents, fires, cave-ins, etc where they weren't sure who was who. They would check in on the board by their number and then check back out, same number.

Yes - I was really shocked that this wasn't mentioned on the certification as well.
