Looks like an offset from the front of the bill.
With the configuration of the offset, it looks like a
sheet may have jammed in the press causing the
irregular printing. See what others have to say.

I thought offset error also until I saw the green seal. Offset errors typically occur during the first or second printing. The green seal isn't applied until the third print. Maybe someone was trying to make a fake and didn't realize this.

Personally, I believe it's faked. If it's real, I would like to know how it happened.

If it was real, I would value it between $20-$30. The condition really holds it back.
