With the configuration of the offset, it looks like a sheet may have jammed in the press causing the irregular printing. See what others have to say. Report this Post to the Staff

Offset errors typically occur during the first or second printing. The green seal isn't applied until the third print. Maybe someone was trying to make a fake and didn't realize this.
