1938 S Jefferson Nickel RPM?

Just pulled this 38 S Jefferson from a local bank roll of nickels.

Is this a possible RPM ,especially the outer portions of the S, or Machine Doubling etc.

No RPM is listed for any 38 S Jefferson nickel on the CONECA Site, so more than likely this is not a rpm, but on the remote chance this might be a first, here are the pics.

I really don't think it's a RPM. More like Die Deterioration to me.
