Yes that is a floating roof on your Memorial cent.
Fairly common and can appear on any year Memorial.

Die polishing reduces/removes the dies devices. The sub devices (shallow devices like the roof and the initials) will suffer first on die polishing. This polishing also weakens all the other devices making them look smaller. But they are just die events. The die was normal when it was created. The polishing altered the surfaces of the die from what it was as the die aging.
