Took me a long time to finish upgrades on my Buffalo set to all Vf or above coins except for the 18/7-D which is Fine. Picked up the 24-S last week and today a friend found a raw 21-S at a local show that looked like it would fit well into my set. Can I get a consensus on the grade? I've looked at a lot of holdered Vfs from PCGS and NGC and this one appears better than all of the Vf 20s and most of the Vf 25s I've seen. Thoughts?

The point on the horn is missing.
To me that means F-15 at best.

I hear ya Kanga, but if it had a full horn I bet you it would come back as a 40. Take a look at the coins holdered Vf by PCGS and NGC and tell me what percent you think have full horns. I bet you it's less than 15%, maybe lower. I think - but am not positive - that 1921-S was plagued by weak strikes and associated lack of detail - especially on the reverse.

Is that just the plastic from the 2x2 causing distortion or is there damage on the reverse at k2:30?

horn doesn't bother me at all. flat head. could be from strike or die polishing.

VF25+ and a 30 is definitely not out of the question. you need to look at the overall coin on the buff's not just one component to grade these. do you have this in hand? if so, what does that reverse area at K3 look like. tough to determine using the photo.

What I see in hand is a tiny partial lamination at 2:00 on the reverse. What effect do laminations have on grades and values?

my opinion is that it should not affect it as it came from the mint that way. it could lower the value a tad but not grade. depends on the buyer
