I know in the past these plating issues have been discussed, just a revisit with a good micro shot of this 2000 Harmony 25ct Obverse. Kinda interesting when you study it close. What category would you put this one in? Enjoy.

I believe that is called Mortar Set caused by Die Deterioration.
