It is only .02g over tolerance, not enough for any sort of premium.

Plus the tolerances are only something like 95% of the coins are required to be within them.

The demand for more coins from the Reserve in 1964, push the Mints to go as fast is possible and strike the 1964 coins till end of July 1965. You has an 1965 strike and was done an not precise specs rolls. Majority of those coins are as this, probably a local roll provider.

They only weight gold coins at the mint. The rest they cut/setup and strike. Then they are out of there.
Weights have a tolerance: (Ball park figures)
