Was wondering if this is damage or error. It looks like some type of image. I put both sides on one image so you can see the whole coin it's in good condition except for his face

Yes, post-strike damage. The coin didn't leave the striking chamber in that condition.

Point to remember,
It is only an error if it happens during the striking of the coin.
Since there is no way for that anomoly to happen at that time,
then it is classed as damage.

I will add that it looks like this was a MAD strike for the reverse of this quarter, which is odd to me. (usually the obverse is the hammer die)

I think I read somewhere that Washington is the reverse on these.

You see the incuse damage on the obverse, the flattening on the reverse opposite that area. Someone taking out his frustrations on a coin trying to make someone think it was a mint error. When he realized it look nothing like an mint error. What to do with it. Decides to spend it and everyone feels like you, thinking it was something that is was not. So you know what to do with it, like the coin alter-er/spend it.
