It can't be a D over D as the mint mark was not hand punched but part of the master die.
Please supply a complete photo along with your closeup, this can sometimes help with the diagnosis.

Those little lines are called metal striation lines. Made from die movement post strike. (MD) On these they are just metal on metal contact movement. If you have a spot stick of butter and took a paring knife, and lightly moved the knife on the top of the butter with the blade held vertical, then you would see the metal marks on the edge of the blade. That is what you are seeing on the coins with that metal movement. The sharpness of the die, moving over the metal on the coin, post strike.

The way I see it is Strike Doubling not RPM.
