To me it looks like a large date, 9 point to bottom of 7, and bottom of 7 looks like is below the bottom of the 1 and 0 in the date

No such thing as SD or LD for 70P, just S mints.

Why are only that mint could have a small date?

That was the new design on the 1971 cents:

RDV-027 &028. Note the strengthening on the designs? The 1974 small dates were created to fix issues that was showing design issues on the 1971 to 1974 master hub. So the ODV-031 (Revised portrait, Thin Date) Small date was created. Used until 1982 when a new master hub was created. ODV-032.
