That was the new design on the 1971 cents: http://www.varietyvista.com/01b%20L...arieties.htm RDV-027 &028. Note the strengthening on the designs? The 1974 small dates were created to fix issues that was showing design issues on the 1971 to 1974 master hub. So the ODV-031 (Revised portrait, Thin Date) Small date was created.
