Looks like old glue. A soak in acetone might dissolve it.

For fun, suggest giving the coin a long soak in 100% acetone. Won't hurt a thing, might remove what appears to be the dried substance.

looks like glue. Try acetone first. If still there try water.

Did the acetone soak and it removed most of the stuff then I used goo b gone and all of the gunk is gone. thanks for the advice
