Looks like a partial Grease Filled Die. You can barely see the leg of the R.

No. This is a peg leg. A lot of 36s have them. It is a pup on some 36DD. But this one is not a DD.

It is a broken hub issue. The hub broke off that device (Which was raised like a coin) and when the die was created, the incuse area where the breakaway happened, allowed that part of the device to be missing. This happens occasionally:
1936-Lincoln-Penny-Missing-A-Leg-On-The-R-In-Liberty
A die chip will be raised as there was a void on the die. A broken hub will not show the normal part of the device, where the working hub chipped away.
