The rim finning with breaks and rim Cuds starting to form is indicative of a late die state / worn dies, not a variety and definitely not double struck
Coin appears to have extensive acid damage or other environmental damage in addition to the harsh scrubbing. A shame, because it was probably a nice AU before the damage. Perhaps it was a dug coin (detector find) that sat in the ground for many years and someone tried to clean it up.
Not much numismatic value as there is little interest in these sort of coins, even with strong details remaining. It's not a key date or a rare coin. If someone offered me $5 for it, they wouldn't have to ask me twice.
