Machine doubling. On your first image, what you are seeing it flat and causing glare. So you are seeing it, but the glare is hiding it from us. (Glare is reflection from the flattened areas on the devices) On the second image, we can see the Machine Doubling on that area. Same a we have seen on other coins before:  Note the inverted color image on of the top removes the glare and we can see the Machine Doubling. Were as with the glare hiding it, we can't see it, but you can because of the glare hides in the image.

I always try to help the posters see what I see on their coin. I don't like yes/no answers. They give an answer, but know why it is/isn't is more critical. So they when the discussion is finished, all see what I see and why it is/isn't what it is assumed to be.

What I see here on what you see on the leaf's in front of the arrows and those under the arrows pics is Hub Doubling due to the fact 1990 design come from RDV-006 hub reengraved and is present to all the coins struck that year. The right side of the bottom tail feathers it is a scratch done in order to simulate extra leaf. I saw this frequently. For the letters was explained here above, except is the Q which has also Hub doubling (part of the design). I do not see any variety or error here. Silvio

Thanks Silvisio, I appreciate your knowledge on the die as well. Very helpful, I just knew something was off and have only been collecting/ for a short while. It is a newer hobby and am always interested in learning new factual knowledge from the coin collecting know how!! You guys are kind to respond and I have noticed people here are intuitive and nice enough to share the knowledge. In the words of ACDC, " We salute you"!!!
