Interesting. Definitely looks overstruck with a 1963 die, but curious why this would be considered a fake die (other than the implausibility of this happening at the mint in 1963). ADD: A vise job would leave a mirror image imprint, not a correct image.

Can happen though. Much stranger things have happened. Remember the 72 proof quarter struck over the 64 quarter? Here's a 1970 quarter struck over a Barber quarter...

So back in 1963, during set-up somebody took a readily available 1956 one cent piece from his pocket and placed it in the coin press and ran it for a cycle? But that can't happen cause the '63 is on top of the '56
