Yep, that coin has been in a fire. The outer clad layer has separated and bubbled up.

That bubble on both sides is from heat affecting the different metals on the clad quarter by making them expand in that area.
Words of encouragement are one of the major food groups.
We need to consume them regularly to thrive and grow.

heat damage. Bubble and colour are indicative of heat/ fire damage.

Agreed, the heat caused the cladding to bubble up and separate from the copper core. As Merclover states, was probably in a fire.
