What are the funky blobs on top of some of the letters in UNITED STATES of AMERICA ? Kinda weird looking.Not uniform enough to be doubling. Or is it a different form of DD ?

That looks like split-plating, although the color looks odd. Normally the lines above the letters are grayish (zinc) colored.

Split plating allows the zinc to be exposed to oxygen, which starts zinc rot and starts to raise on the coin.
