1981-D LMC Struck On Foreign Planchet?

I found this 1981D Memorial cent in my father's collection. It was in a flip stating that it is a foreign planchet error. The writing was not in his hand, so I am guessing that he purchased it as such. I just want to confirm that this is a correct identification and, if possible, get any ideas of what type of planchet it may have been struck on.

The coin weighs 1.41 grams, less than half of the normal weight. It is smaller in diameter than a normal cent by about the width of the rim all the way around. It is also less than half of the thickness of a normal cent. The obverse has a very "mushy" strike and, although the reverse has more detail, it is still kind of flat. It has more of a brassy/bronze color to it than normal copper.

Looks like some kind of acid damage to me. You need to find out what if any countries had a coin minted by the U.S. mint that year.

Hi John. That was my first thought too. But I would imagine that if it was acid it would have more of a pitted appearance to it, however, it is smooth.

Acid damage. Notice how the rims are almost gone.
This is the first area to disappear when eaten away by acid.
And no, it does not have to appear pitted
