2020-P Roosevelt Dime - Another Cladding Issue?

Not going to lie, kind of excited to have found this so soon after the other one, but is this a cladding error? There's a hole in the coin near the last S in States that extends to the rim, and a lot of other spots/discoloration in that area.
If it is not a cladding issue, what would cause this sort of appearance? The rest of the dime is in great shape, so I don't think it's typical damage. Thank you in advance for your help and input!

Wow! Looks cool to me, like a lamination error, but I'm still learning so I'm just proposing the idea for the experts to correct me if I'm wrong!

I want to do a full picture of the coin, but I'm having a hard time getting the size of the file down to less than 300kbs. That's a nearly impossible size for an image of the whole thing, even after compression. I'll keep trying. I am going get an SD card for my new microscope so I can hopefully pull images directly off of it and use regular editing software to resize them instead of online compressors.

I am going to say with hesitation that it is a stain or just gunk of some sort. But to know for sure a full picture would be helpful.

Oddguy guessed it. (I'm embarrassed!!) When I was trying to get a better image, I ended up chipping whatever it was off of one section. Some of it is permanently on there, but some of it came off. *sigh* Beginner's mistake.

I did find something else today that's legitimately an error, but on a different coin. Trying to determine if it's a unique enough error to post about.
