Pictures need to be much better, but from what I can see, it looks like a badly damaged cent.

I don't know where you see where it is triple struck,
all I see is a badly damaged coin with zinc rot.

I'm thinking post-strike damage. A fun way to show die rotation is to stand the coin up on end and photograph it in front of a mirror--showing front and back in one pic.
