This region is directly opposite to Abe's shoulder and the metal seems to slow into this area preferentially, leaving not quite enough metal to fill up the letters completely. (besides the blue from your scope) ( just see a normal zinc cent with a weak strike of 'states of' due to the obverse design of the bust. Collecting since 1972.
