I am thinking it is still a clipped planchet, but the pics on the coin site have them copletely clipped. "But it also looks nothing like a incomplete photo example. Advice appreciated.

It is called an In-collar Indent Strike.

Not that either. The coin is not round so it didn't happen in collar and the apparent rim is in the wrong place.

Not the best picture of the problem area however it could be a Partial Brockage The rim finning on the obverse is a direct result of the extra metal that was in the chamber when struck. Just my humble opinion.

I don't think it's a brockage as there is no design visible; I agree with indented strike.

It is an indent strike. This coin was struck with a partial overlapping blank planchet. The Rim Fin on the obverse occurred because the extra material in the striking chamber had to go somewhere. And yes, the coin was struck in collar. The illusion of not being round is probably from the slight misalignment of the hammer die.
