1958 Wheat Penny Error?

Hi everyone! I'm still very new to coins and I'm reading as much as I can and looking at photos, but I still have a hard time deciding between a minting error and damage in the wild. Is this considered a mint error? The 1 in the date looks like an 'r'. Thanks in advance!

It's customary to post full, large and sharp images of the coin's obverse and reverse--then, a close-in pic or two of the feature(s) in question. Given the one photo posted, I'm thinking the 1 took a circulation hit long ago, which moved metal.

Looks like a die chip or PMD. I think I have seen this before here on CCF.
