Yes on a MAD strike, but no on a lamination. 1982 + cents are plated over a zinc core. What you have here is a burst open zinc bubble and some split plating.

Agree--split plating in the vicinity of the mintmark, leading to zinc rot

You could save this minor MAD until a better example comes your way and then spend this one. We generally advise that there is extra numismatic value when the tops of the letters start to fall off the edge.
