Hi - I came across this coin while coin roll hunting and I'm having a hard time identifying what's going on above the "Y" in "LIBERTY". Any help would be greatly appreciated!

I think it is just an oddly shaped zinc bubble. Looks like another one near Lincoln's forehead possibly.

On the 'TY' that is Machine Doubling. Note how the overall size of the devices are reduced on that area? If it were hub doubling these devices would be enlarged, not reduced on size. The Dreaded MD on those devices.
