Are you sure that is not just a stain? The same thing is going on with the 6. Are those areas raised or incuse? Or just flat? If raised they could be die chips, if incuse, probably damage. If flat, I would say stain.

I can see a slight raise on top right of the 9 just my opinion.

I agree with @john that the bit at the top of the number 9 might be struck through copper foil.

If incuse (sunken into the coin) it would be damage to the coin. but if level with the design, as mentioned, it could be a stain.

Can you provide one more image? A close up of only the 9 but with the lighting coming in from a lower angle from the side? The shadows cast will help greatly.

Thanks for the extra images, This does appear to be raised, so a strike through a copper foil seems probable.

has the appearance of a clash mark, but I don't see anything from the reverse that lines up there
