I'm not all that knowledgable about this particular type of error, and I know that there are some cases of weak rims on dimes that are caused by something else and not of numismatic value, but this is the most significant I've ever personally come across and wanted to get the opinion of people here. To me, it looks very similar to this low-pressure/die adjustment strike attributed by NGC that's currently selling on ebay.

This appearance is more commonly found on 1985-D dimes, but the reason is probably the same for this one. The poorly struck perimeter owes most of its presence to inadequate upset and an excessively convex obverse die (a design flaw). The strike may also have been a tad weak, accentuating the coin's odd appearance. If the reeding is strong, that would affirm my diagnosis.

Thank you Mike! I knew there was some reason for these that I had forgotten. The reeding is on the weaker side, but hard to tell if that's just circulation wear.
