Yes, not so much a mint error but rather a die event. Die chips are one indication that the dies used to strike coins were getting tired.

The white area is paper debris that is on the coin. The incuse marks are damage to the coin. It this were a die issue, it would be raised, not incuse on that area of the design. Mintmarks were stopped being added in 1990. So it is not a die issue. (Damage issue)

Is the mark on Washington's nose incuse or raised above the field? Pictures can fool you and even switch between the two as you look at them. If it is raised, it's a die chip.

@coop, are you sure that the "white" spot is a piece of paper? It looks to me like it is an overexposed die chip.

The lump on his nose is definitely raised and it is not paper it looks that way due to the angle in which I took the picture
