Not sure of your questions, if any, but these are all problem coins.

Ugly coins, no wonder you didn't post them in the Canadian section of the forum.
Can' tell through the scratched plastic, but is this a set of all four types of '65s ? If so there could be significant value there.
"toning back to steel" there is no steel involved.
"Dipping" is not considered cleaning... -from PCGS website

I agree with DBM about a mounted 1965 varieties set. The first one give me some questions points, but from photos I can not decide.
Second: Those toning's are results of contamination and not natural toning.

Ugly is in the eye of the beholder--really. I think they're rather fun--keep 'em if you like 'em.

They are all the varieties of 65. See the full holder some are worth money if they were ok but what can damage it like that in a holder. Moisture or sun but wouldn't it be brown. I need to post as well to the proper category but still as long as I can't damage further I can put them in something else.

I think it's kind of a cool little holder. I'd leave it just as is and keep it in your collection that way. I think a variety of materials emit some sort of elements that can cause metals to change colour over time. People do it artificially all the time, particularly with silver bullion, in an effort to increase the value. This one looks to have been a byproduct of the holder materials I'd say. Nothing wrong with a little toning. :)

Other than the black spot on the upper-left coin, some folks might rather like the environmental toning. I'd leave them in the original holder.

Are these pennies pictured up above in order according to the type?

They are the whole set as it was the holder has a patent # from 1960. I would assume it hasn't been touched since it was put together the varieties match and the types are in the right places. Bought it in a coin auction with some Eisenhower dollars and a morgan
