Looking at this again. What is the biggest clue that this is a die chip? Note the affected '9'. Raised higher. Why do chips show as raised areas? Because a chip broke off of the die, and the void on the die is filled with the coin material, as taller than the rest of the devices on that area. If damage happened to a coin, the affected area would be an incuse mark into the coin. This is rising above the devices/fields. So it is a die issue, not a striking issue or post strike damage issue.
