I know this question has been asked a million times but just making sure it's Machine Doubling, thanks!

Yes--recall that Machine Doubling is step-like in appearance and serves to reduce the width of the design elements (just like on this coin).

If I have to see only the inner design without rims, I was say it is a proof coin. This coin was struck with brain new Die from the newer Hub of 1977. What it is interesting for me it is the Anvil move and not the Hammer. Some toning from the storage. To have this Phil, me I will certify. Must reach 66 easy.

How could the die be brand new if it has a collar clash? Don't they retire dies sometimes if they have a collar clash?

The collar clash has many forms of clash. I think you has to go to error-ref.com and refresh your knowledge on this topic and also how the die struck and what struck on a planchet.

This was a new pair of Dies use. Analyze the design and the strike.
