That surface discoloration around the mintmark is odd, but doesn't add to the value. The bump is either a small die chip or a plating bubble.

Plating bubbles and tiny die chips aren't any big deal at all. A guy on Facebook a month or so ago was all proud of his die chip, I pulled 11 coins out of my pocket and 7 had small die chips. I put them in a clump and took a hi-res image and uploaded it. He still didn't believe me, said I already had those coins set aside and was trying to fool him.

I'm thinking emerging split plating issue, which is beginning to expose the zinc core--which is leading to zinc rot.

Given time, the area around mint mark will grow larger until it dissolves. It is a zinc bubble.
