It's "push doubling", a form of Machine Doubling.

Also, between the tops of some of the letters and the rim are areas that appear gray. Those are places where the copper plating was stretched too thin and the underlying zinc is now showing through.

It is a split plating issue. I feel Machine Doubling is other what causes this to happen from the die movement after the strike. (Note the MD on the Left side of the devices?)
