Nothing in the minting process can do this to a coin. Therefore it has to be post mint damage.

this is a damaged quarter, but! this is the first time I seen one damaged in from the edge though. Fun find.

Just like throwing a rock in mud , the mud is pushed away from the hit. The same thing happened to your coin but we just do not know what hit the coin. It is a damaged coin now.
