I found a proof 1999-S half dollar while coin roll hunting. How do I know if it is silver or not?

Silver - 11.50 grams
Not Silver - 11.34 grams

Do you have another non-silver proof to compare it to?

I dont have a scale.
I did the cling test and it sounds like a clad half, but I'm not sure because the edge is solid.

Lay a single sheet of tissue paper over it. if the coins looks white through the tissue it's silver. if it is a dark gray it's copper nickel. I you really want to be sure put a known silver or copper nickel next to it under the tissue. "It is amazing the color difference between silver and base metal through the tissue.

The tissue test is a great method in the absence of a scale but 90% silver coins will weigh 12.5 grams vs 11.34 grams for CuNi clad
