The demand was very high in those years due to the economy. I believe the term was the housing market bubble, all these home loans coming due and people were defaulting on their mortgage. Maybe it was also called the mortgage crisis. Anyways the economy tanked and that's when people look to precious metals for stability.
One thing to also mention, the US Mint does not, NOT, produce silver planchets. Mostly it comes from the Sunshine Mint. And the US Mint isn't even their biggest customer! So they were inundated with orders and supply of planchets was relatively limited.
So the US Mint decided to suspend production on the collector products and concentrated on just the bullion sales end of things.
