I can't remember, did they have a competition or show other designs for the T2 reverse? I think they did, I suppose that advisory board selected it. It's not a bad design, not sure if it's what I would have selected.

This is what my search turned up... "U.S. Mint artists created 39 designs for consideration." "The Citizens Coinage Advisory Committee (CCAC) and the Commission of Fine Arts (CFA) each recommended a different design to the Secretary of the Treasury." "The Secretary of the Treasury chose Emily Damstra's design of a bald eagle in flight."
